POORER MEN ARE REQUIRED TO PROVE THEY DON'T MAKE AN AMOUNT THAT IS ALLEGED EVEN WHEN EVERY THING THEY HAVE SHOWS THEY NEVER MADE IT TO BEGIN WITH.
